Abstract (EN)

However tried to decrease the negative effects to the least, the bureaucracy which is one of the most effective structure, that it can be said it had been risen up with the term of state. It had been given a lot of description of bureaucracy in our study, while taking hand the developing at the time of history, the subject of education and training Turkish bureaucracy and Turkish bureaucrats it had been aimed to investigate by beginning from Ottoman to our days.This study is composed of three main stages. In the first stage, bureaucracy theory; it?s history, it?s classification and as it is investigated about approches of bureaucracy in the second stage; under the head of bureaucracy at the state of Ottoman, bureaucratical structure of state of Ottoman and it had been investigated the Enderun Mektebi which educate the bureaucrats of that time. In the third stage; at the frame of our near period bureaucracy, the period of Tanzimat, the period of II. Abdülhamid, the period of II. Meşrutiyet and the period of republic bureaucracies and the bureaucratical education had been examined.Key words: Bureaucracy, Ottoman Bureaucracy, Türkish Bureaucracy, Bureaucrat, Education of Bureaucrats, Enderun, Mülkiye
