In this thesis, High Council of the Tanzimat, one of the councils established during the Tanzimat is studied. aim of study is to determine.The duties and powers of the High Council of the Tanzimat the functioning of the bureaucracy. The scope of the study covers the years(1854-861) High Council, the took part in, High Council of the Tanzimat during this period served as an important legislative in the Ottoman Empire, it has authority to audit government in addition to prepeare laws draft for this reason High Council has an important position in the Ottoman Empire.
