Situation of private employment agencies in the working life

Private employment agencies took their place in the Turkish Legal System in 2003 in order to increase employment and reduce unemployment rates. Private employment agencies have been given the authority to act as intermediaries to find jobs and workers. In 2016, it was given the authority to constitute a temporary employment relationship. Along with these authority, a number of legal arrangements have been made regarding private employment agencies. The temporary employment relationship was a tripartite relationship that was practically applied in the labor markets but was not legally regulated. With the legal regulation of the temporary employment relationship, contracts for making a temporary employment relationship and providing temporary workers have entered into our Labor Law. Various legal arrangements have been made regarding these contracts, taking into account workers rights. However, it is clear that more detailed regulations are needed considering the legal regulations of the countries where the temporary employment relationship has been implemented for a long time. Effective employment of private employment agencies within the field of their authority to establish temporary employment relationships may affect many aspects of society. In this context, the importance of private employment agencies in reducing unemployment rates is of great importance. Private employment agencies have a great role in adapting labor markets and establishing employment security, which tend to work flexibly. After the second chapter for a detailed description of the legal regulations concerning private employment agencies and temporary employment relationship made in Turkey, in the third part, the extent to which private employment offices can affect labor markets in our country will be explained by using some numerical data.
