Abstract (EN)
Factors such as the speed and complexity of change with globalization in the world, structural change of employees, change in skill requirements, change of management models, importance of productivity and increasing understanding of the importance of the concept of "human" in business life have revealed the human resources management approach. The aim of this research is to determine the autonomy perceptions of school administrators in human resources management in private and public schools in Bursa and whether these perceptions differ according to various variables.. In this context, it is to contribute to school administrators and educational administarion literature in accordance with the findings of both public and private school administrators' perceptions on autonomy in HRM.Statistical survey model, which is a quantitative method, and scale data collection technique were used in the research. Descriptive Factor Analysis for the purpose of controlling the structural validity of the scale with the collected data, Validator Factor Analysis for the purpose of a second structural validity test, determination of reliability levels of scale and sub-dimensions, Cronbach's Alpha reliability analysis was performed on the scale and variable definitions were made by transferring to IM SPSS 22.0 version and all necessary statistical analyses were carried out with the AMOS add-on of the package program and package program. The sample of the study consists of 208 Assistant Principals ,25 Chief Assitant Principals and 178 Principals, 52 Pre-School, 132 Primary School, 140 Middle School and 85 High School administrators in Bursa province.According to descriptive and demographic findings, a statistically significant difference was found between public and private school administrators' perception of autonomy in HRM and significant differences were found in public school administrators' perceptions of autonomy in human resources management compared to private school administrators. A statistically significant difference was found between public and private administrators, and it was observed that the perception of autonomy in participation in management was higher than that of private school administrators. Giving autonomy to public school administrators in HRM can facilitate the management processes of HRM elements, and by activating the on-site decision mechanism, school administrators are supportive in preventing problems such as time loss and lack of resources, and planning, cooperation, coordination and evaluation etc. with school administrators and administrators of local administrations. In the local and provincial and district local administrations (governorship, district governorship, municipalities) where they carry out such coordination , there may be steps to accelerate the process of managing human resources and other resources for school administrators by closely monitoring the process by appointing local administrations, school supervisors or deputy mayors in terms of educational administration
