Abstract (EN)

The world countries tend to be affected by each other through the globalization process. Any idea or phenomenon overspreads in a short time all over the world. Since the traditional public administration approaches cannot solve some main problems, the current paradigms has to be changed. New Public administration approach also represents the new management paradigm. Such a paradigm means restructuring the public management systems in line of efficiency, productivity, participation, transparency, elasticity and being accounted of state administration. Main Public Management government bill is affected by the new public management approach in its preparation process. This government bill targets an extensive reform plan. Our thesis study comprise of three main sections. In the first part, the Traditional Public Management Approach is examined through its reform proposals and paradigms. Further, the base of new Public management approach is associated with the Traditional approach in a theoretical sense and properties. The second part discusses more the New Public Management approach in a cultural sense. The third part interests in a field study that focuses on both New Public Management Approach and the attitudes and perceptions of Public Managers.
