Evaluating the economic support of the private schools for Turkish educational system

Dr. Bahattin ERGEZEREkim-2006Bu araştırma, son yıllarda ülke gündeminden düşmeyen ve dünya ülkelerindeönemli bir yere sahip olan özel okulların, Türk eğitim sistemine ekonomikkatkılarının ne olduğu ve bu ekonomik katkıların, devletin eğitim görevine etkisiincelenmiştir.Bu araştırma; Türkiye?de faaliyette bulunan gerçek ve tüzel kişilerce açılanözel okulöncesi eğitim, ilköğretim, ortaöğretim kurumlarını kapsamaktadır.Özel okulların ekonomik katkıları; özel okulların ödediği vergiler, özelokullardaki personel istihdamı, özel okulların devletin eğitim yüküne katkıları veÖSS sınav başarılarıyla birlikte ekonomik verilerden elde edilen sonuçlara göreincelenmiştir.Türkiye?de 2004-2005 öğretim yılında, özel gerçek ve tüzel kişiler tarafındanaçılmış 326 anaokulu, 676 ilköğretim okulu, 630 lise (Özel Fen Lise, Özel AnadoluLise ve Özel Lise) ve 20 mesleki ve teknik lise olmak üzere 1652 adet okulbulunmaktadır. Bu okullarda 261.570 öğrenci okumaktadır.Özel okulların eğitim sistemimiz içerisindeki önemi büyük olmasına rağmendiğer ülkelerle kıyaslandığında yeterli seviyede olmadığı bir gerçektir. Türkiye?deözel okulların toplam eğitim içindeki payının %1.9 ile çok düşük kalması, özelokulların Türk eğitim sistemi içinde daha çok gelişme gereğini ortaya koymaktadır.Türkiye?de eğitim alanındaki en büyük sorun, eğitime olan talep artışı vebuna paralel olarak devletin bu talebi karşılamaktaki fiziki ve ekonomikyetersizliğidir. Prof. Dr. Bahattin ERGEZEROctober- 2006This research has investigated how economically effective the privateschools which have taken place in the countries of world and have always beeninterested in our country are over Turkish Educational System, and the contributionof these economic assist has been searched for the educational duty of State.This research consists of the private pre-school education, primary education,secondary education institutions which are active in Turkey founded by the real andjudicial persons.The economic support of the private schools, the employment of personnel inthe private schools, the taxes that the private schools have paid, and the support ofthe private schools to the educational duty of State have all been examined inaccordance to the results obtained from the economic datum together with ÖSSExamination successes.In Turkey, in 2004-2005 Academic Year, there have existed total 1652schools consisting of 326 nursery schools, 676 primary schools, 630 high schools, (Private Science High School, Private Anatolian High School and High School ) and20 Occupational and technical high schools. 261.570 students are attending theseschools.In spite of the private schools? great importance in our educational system,when they are compared with the ones in the other countries, it is true that they aren?tsufficient. In Turkey, considering that the share of the private schools amongst thetotal education is 1.9 % and very low reminds us that the private schools require todevelop more in Turkish Educational System.In Turkey, the biggest problem in the field of education is the increasingdemand to the education, and in parallel to it, is the physical and economicinadequacy of State to be able to meet the education. One way of solving this troubleis to increase the number of private schools.Consequently, for the educational services that State has to perform, theprivate nursery schools, private primary schools, private high schools and privateoccupational and technical high schools have got a contribution costing272.132.903.210.637.TL in accordance to 2002 year.
