Abstract (EN)

The concept of education is one of the concepts that Turkey, as well as all the countries of the world, considers important from the past to the present. Because education is a process that starts from childhood and can extend to adulthood. The educated also constitute the society; They are the individuals who will have today, tomorrow and even the future of the society. It is thanks to education management that education can be carried out in a healthy way. In this sense, the functioning and operability of the decision-making process in education administration is also very important. For this purpose, the problem of the research is the Effects of Administrative Practices in the Pandemic Process on the School's Operation and School Stakeholders. Purpose of the research; After the implementation of the Distance Education Process, which the Ministry of National Education has to implement, the school stakeholders, who are the most involved in this process and who work as practitioners, develop many experiences related to the subject, the administrative practices they encounter during the process and practices, and the impact of these practices on school stakeholders. detecting its effects. Based on the opinions of the school stakeholders about the experiences, observations and experiences they have gained through the situations, events and experiences they encountered during this implementation process; It has been tried to form an opinion on how the negative aspects can be made positive, and the disadvantages can be gained to the competence that can be described as an advantage, by identifying the aspects of the administrative practices within the system that work well, which are considered to be advantageous, or the aspects that are hindered and seen as disadvantages. Thus, in the continuation of the process, in case the process is prolonged or when a similar situation is encountered in the future, our study is of great importance in terms of bringing solution suggestions to our literature and delivering them to all researchers and people interested in the subject. The study group of the research consisted of the Branch Managers working in the District Directorates of National Education in Kepez, Muratpaşa, Döşemealtı and Konyaaltı districts selected from the central districts of Antalya in the 2021-2022 academic year, the administrators and teachers working in official primary schools, and the parents of the students studying in these schools. The schools and participants in the study were selected with the purposeful sampling technique, one of the non-random sampling techniques. A semi-structured interview form was used for all data, and the obtained data were analyzed and interpreted using descriptive and content analysis methods. According to the findings obtained in the research; The management approach of the Ministry of National Education is Centralized and a hierarchical management system is manifested from top to bottom. The fact that most of our participants stated the phrase 'Making centralized decisions' supports that our education system is managed within the administrative decisions coming from the center, even in the chaos environment caused by the pandemic. Our findings support that central decisions were handled as crisis management and implemented quickly during the pandemic process. However, the biggest disadvantage in this process, whose functioning has changed, is that such a situation has not been encountered before and the finding of 'change of decisions' has been reached due to its implementation for the first time. When we look at the effects of the administrative practices taken during the pandemic process on the managers, we see that they are grouped under two headings, positive and negative. As a positive of these; The finding of 'gaining experiences on crisis management' emerges. When we look at the negative effects of the administrative practices taken during the pandemic process on the managers; The finding that 'some administrators are not able to adapt to the process' is actually an indicator of how unprepared they are for the process. In addition, the findings such as having psychological effects on the administrators, increasing stress, having administrative difficulties, not going to work in risky situations, turning it into an opportunity by some, and staying between the provincial-district administrations and the parents can be described as the results of the crisis periods. The finding of 'difficulty due to technological and financial impossibilities' obtained from our research supports that providing equipment in schools is a managerial problem of school administration. Difficulty in motivating teachers, students and parents; teachers being caught unprepared, having difficulties in make-up training, having difficulties in using technology; Findings similar to these have also emerged such that students' student achievement has decreased, they cannot focus with distraction, and there is a decrease in motivation, they are affected psychologically, they have negative behavioral effects, and accordingly, school culture is not formed. Administrative practices taken during the pandemic process have an impact on the perception of the internal stakeholders of the school, negatively affect the school's climate and school culture, contribute to professional development, have negative effects in the evaluation process, problems and delays are experienced in the functioning of the school due to delayed decisions, disconnections between units and stakeholders. and communication problems, the functioning of the school is disrupted, there are problems in the functioning due to the general decision-making, and it is adversely affected by the fact that the decisions are taken quickly and changed quickly. It is important to take decisions quickly in crisis and extraordinary situations, but it is seen that the inability to take effective decisions in accordance with the general and the emergence of disconnections negatively affect the functioning.
