Özet (EN)
The purpose of this research is to analyze the requirement of information systems of Higher Education Organizations and to propose a practical approach to transform manual Information System consist of files and papers to a paperless Information Management environment that is interoperable with other organizations. Most of the universities use manual reporting systems consists of papers. The processes are timeconsuming and difficult to manage. The manual systems require much more people and processing time than the automated systems. At the same time to store, archive and retrieve information from the manual systems takes more manpower and time in a nonsecure environment. The sharing of information with the manual processes of the documents increases the workload, human power, and cost while prevents access to information and documents instantly. However, emerging technologies and automated systems can facilitate a transition to a paperless environment. As a result of this transition, the creation of decision support systems can be achievable by making information easily accessible, distributed, classified and even analyzed while processing. Previously, data sharing in the computer environment was legally impossible. But the present regulations now provide and support automated information systems to increase the productivity of organizations. Universities are now switching from their paper-based information systems to automated information systems. In this way, they can save cost, human power and time, while at the same time they can obtain an effective, safe and fast system. In this study, a methodology is being proposed and implemented to the selected business processes of a university.
