Abstract (EN)
Political government systems holds a great importance amongst the political system. Presidential system which constitutes the main essence of this thesis is not only under recent debates but also every periot of Turkish political life. For, the search for the optimum method in Turkish political life was almost always continued. In this process, a deal of government systems has been seen and somehow different political systems were in use from monarchy to constitutionalist monarch and from parliamentary system to presidential system on the way of the empire to the Repuplic. In this sense, the main argument of this work is that the Turkish Style of 'Presidential Government System' is the most compatible one according to Turkish political system. However, government systems are not capable of reviving the society as a whole, even though they are the most perfect governmental systems. Hence, a government system of a society is solely a part of what compose the political system in that country. In this perspective, election system, party system, political culture, education level of the people, political participation culture and possibilities must be perfect for a country to be politically revived. According to many political scientists in the literature, parliamentary system causes coalition goverments and makes enforcement being double-headed. So, it is the core element here to be criticized. In our country which is conducted by short term coalitions, elections are taken place and power is changed hands in short times give a way not to make long term plans and this makes our country's development slow. In the current phase, 'Presidential Government System' was accepted after the long debates and works, with the great proportion of voters by the referendum of 16 April 2017. In this context, Turkey's passing to the 'Presidential Government System' is not originated by an impulsive decision but rather the discussions and experiments that were longly made about Turkey's economical, political, cultural and social life. Essential aim of this work is to analyze the means of Turkish Style of 'Presidential Government System' and the definition of that under the general framework of presidential system that has been discussed a lot lately.
