Competence analysis for performance evaluation and integrated fuzzy multiple criteria decision making model proposal

Abstract (EN)

In this study, 360 degree performance evaluation method which is one of the multidimensional performance evaluation models is discussed. 360 degree performance evaluation method was applied to the chiefs of the Human Resources Department of a Metropolitan Municipality. For the competencies which constitute one of the four main components of the performance system, the competency score was calculated by applying a questionnaire to 11 supervisors. In order to compare the results of the calculated score, the integrated Multi-Criteria Decision Making (MCDM) model was proposed and discussed in three different models. In the first model, a decision matrix was produced with equal weight method and the ranking was obtained by applying the data received from the survey method. In the second model, the relative significance weights of the thirteen criteria used in the calculation of competence scores were obtained by the Criteria Importance Through Intercritera Correlation (CRITIC) method and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method was used in the ranking. In the last model, the weight values were determined by fuzzy Analitic Hierarchy Process (AHP) and the rankings were determined by the fuzzy Grey Relational Analysis (GRA) method. In this study the results were compared with each other. It has been seen that the fuzzy methods used in the study gave more consistent results.
