The aim of this study was to see the factors that affect the performance of the personnel working in Ankara Region Directorate of PTT, and to measure employees? perceptions of the Performance Management System. In this context, a 21-item questionnaire was prepared and applied to the six distribution center of Region Directorate of PTT in Ankara. This study consists of three parts. In the first chapter of performance, performance improvement, the factors affecting the performance management system and application areas were focused. In the second part ,the process of performance management system, performance evaluation methods, benefits of performance management,the relationship between performance management and success were analysed.In the third and final section,a survey was held in order to find out the relationship between performance management system and success. In this section, the research subject, purpose, significance, methodology, scope, limitations, and hypotheses were described. Afterwards, the data from the survey were evaluated with tables and graphs. In order to see the factors that affect the performance of the employees' perceptions of the performance management system and to measure and take in the views, 21-item questionnaire was prepared according to the aim of the study. Frequency distributions of the answers to the survey questions for the analysis of the data was removed, and the non-parametric Wilcoxon signed rank test for one sample hypothesis test (Wilcoxon Signed Rank test) were used. During the evaluation process ,the data was coded and analyzed by using SPSS 20.0 package program and the level of meaning was set to 0.05. According to the results of the study, when the hypotheses are tested, the clarity and intelligibility of the work improves the performance of the employees. It was clarified that performance management system doesn?t improve improve individual success.It was witnessed that a fairly held performance evaluation effects success positively. The effective implementation of organizational performance management system does not increase the individual and coorporate success. Employees have found the performance of the work unit and Region Directorate of PTT in Ankara normal. Degree of influence on the performance of the knowledge gained as a result of staff training activities were normal. Key Words 1. Performance 2. Performance Management 3. Performance Appraisal 4.
