Performance based payment system and assessing physician's view

ABSTRACT[YÜZDEN, Ganime Esra], [Performance Based Payment System and Assessing Physician?s View], [Graduate Degree Thesis], Ankara, 2012Motivation is the process of stimulating people to accomplish the desired goals, which require creating willingness amongst the employees to perform in the best of their abilities. Performance on the other hand can be defined as the sucessful accomplishment of a given task. Performance based payment system aims to reward employees according to their performances, thus providing a motivation for them to work at a higher productivity level. Turkish ministry of Health has implemented major health care reforms to improve the efficiency of the health care system since 2003. The one of the principal component of these reforms is the implementation of perfonce based payment system for health care providers. The aim of this thesis is to investigate the impact of paerformance based payment system on the motivation of physicians. Accordingly face to face interviews have been conducted with 201 physicians working at Balıkesir State Hospital and Balıkesir Atatürk State Hospital. Empirical results indicate that, even though started as a promising improvement in health care, performance based payment system has been criticized by physicians. Especially, physicians complain about performance payment inequalities. Additionaly they claim that this system negatively affected the relationship among the health care providers. Therefore they do not regard this system as fair. Therefore they demand that the system to be either completely removed or reshaped accordding to their preferences.Keywords: Motivation, performance, Performance based payment system, Physician motivation
