Development of planni̇ng implementati̇on tools in agricultural conservati̇on areas within planned zones

Agricultural lands are strategic areas that must be protected in the context of sustainable development and food security. Located primarily in rural areas, agricultural lands are also frequently found in planned areas designated as Agricultural Conservation Areas (ACA). Various plan implementation tools, primarily the Land Readjustment (LR) method, are used in planned areas. However, during the implementation of these methods, ACAs are excluded from the adjustment zones. This situation leads to a failure to implement the plan holistically and, moreover, to regulate properties falling within ACAs according to agricultural criteria. This thesis aims to develop the method by including agricultural lands in the LR studies conducted in planned areas containing ACAs. In this context, ACAs in the selected pilot region were subjected to LR by considering various hybrid approaches, particularly the multi-zone adjustment area. The proposed model utilizes the principles and criteria applicable to rural lands in the reorganization of properties falling within the TNKAs on the parcelling maps. As a result, building blocks and agricultural lands were subject to a single application. The deduction amount was limited to a maximum of 45% for building blocks and 10% for agricultural land. Furthermore, a multi-zone distribution model was preferred for building blocks.
