Abstract (EN)
Natural events such as earthquakes, floods, landslides and avalanches frequently happen in our country and the resulting damage is high. In order not to transform these natural occasions into disasters, the first approach of engineers, architects and city planners in their professional implementations must be minimizing the damages by taking precautions beforehand and executing disaster management which includes a multi layered and multiphased process. Geographic Information Systems for the management of disasters is a very effective tool. Regarding the analysis of multi layers and multiphases, GIS is a noncontestable information system to decrease the before and after damage disaster and to run spatial analysis for loss prevention via accelerating the correct desicion making process. GIS supported multi disciplinary Disaster Information System enables a very important guidance for the site selection of residential areas within the scope of pre-disaster planning, especially for the planners, and also provide the realisation of Urgent Aid Plans in the fastest and most effective manner through its querrying and analysis capability during post-disaster period. In order to provide urban management, GIS constitutes an effective and right decision making mechanism through marking before and after earthquake urban data, to develop the urban quality by effective disaster management from the point of creating disaster resistant cities. In addition to its natural event content such as falling rocks, landslides and floods, Adana province is studied in this thesis within the scope of planning and mainly from the point of earthquake. Especially the site selection with seismologic criterion in residential development areas is the first phase of creating safe residential areas resistant to earthquake. Hence data of Adana province has been digitized based on colleteral data attained from several institutions, organizations and universities. Within the scope of disaster sensitive planning, first the pre-disaster phase of Disaster Information System generating process and 1/100 000 scaled settlement analysis and synthesis realised to be used as base for regional plans and regional development directions determined. In the second phase, 1/25 000 settlement analysis and synthesis have been done to be used as the base for urban planning studies. Within the scope of settlement analysis Analytic Hierarchy Process (AHP), which is used for the solution of multi-criterion decision making problems, used as a statictical model. As a result of these analysis, disaster risk and risk conditions of the city are revealed, planning is directed for the selection of residential development zones, condition analysis of current settlements are realised and possible risks are evaluated. Through these GIS supported analysis, earthquake sensitive settlement suitability criterias are taken into consideration on regional and urban scales. During the exposure of possible risks of current settlements, these criterias are evaluated.
