Abstract (EN)

In this paper, the transformation of the concept ?planning? that initially Sovyet Union applied in the 20th century, and thereafter the other capitalist countries inverted on the basis of their own mechanisms and the planning adventure of Turkey?s economy has been analyzed.In the scope of this survey, first the arguments about the concept ?planning? and the planning types according to production systems, then the Soviet planning, the first planning example in the 20th century has been examined. However, the transformation that the Soviet central planning experienced, market socialism and self management practices in Yugoslavia have been handled and hence the planning experience of Turkey has been dealt with. In this process starting from the 1930?s and lasting till now, it?s been focused on the plans preapred in Turkey and the qualifications of these plans, escpecialyy it?s been included that planning has gained distinctive qualities with neoliberal policies.Finally, the need of the understanding of a novel planning in Turkey by abondoning the neoliberal policies due to the gradual corruption of the economic structure after the crisis of 2007 has been emphasized.Key words: Planning, Socialism, Turkey, Neoliberalism, Capitalism
