Abstract (EN)
Being subjected to a process of demilitarisation, political democratisation and economic liberalisation in the aftermath of the Second World War, Japan paradoxically found itself in a situation where it was resigned to adopt a liberal approach of international relations in the tension-rife context of the cold war where other countries were striving to maximize their power and security. Having wholly "outsourced" its security to the United States by the means of a security alliance, Japan had the luxury to concentrate its utmost foreign policy efforts in the field of economics and specifically official development assistance (ODA) policies in order to regain its standing in the international order. Initially conceived by Japanese foreign policy as an historical reconciliation tool used to rekindle international relations with its Asian neighbours all the while contributing to the economic development of Japan itself, it can be observed that the role affected to ODA by Japanese policy makers underwent numerous shifts in paradigm according to major changes in the international order. This thesis tries to explain these shifts according to a theoretical framework making use of several major theoretical schools of international relations including the liberal and realist approaches and the derivative forms of these approaches which are neoliberalism and neorealism. Ayant subi un processus de démilitarisation, de démocratisation politique et de libéralisation économique à la fin de la Seconde Guerre Mondiale, le Japon se retrouva paradoxalement dans une situation où il fut contraint d'adopter une conception libérale des relations internationales dans un contexte de début de Guerre froide marqué par la prédominance des pensées réalistes mettant l'accent sur la maximisation de la puissance et de la sécurité. N'ayant pas à se soucier d'assurer sa propre sécurité en raison de l'alliance sécuritaire avec les Etats-Unis, la politique étrangère japonaise se concentra alors sur l'instrument de l'économie dont en particulier les aides publiques au développement (APD) pour faire regagner au pays sa place dans le nouvel ordre international. Initialement conçu par la politique étrangère japonaise comme un instrument de réconciliation historique pour rétablir les relations diplomatiques avec les Etats voisins en Asie tout en contribuant au développement économique du Japon, le rôle affecté à la politique d'aide au développement par les décideurs politiques connaîtra cependant plusieurs évolutions en fonction des changements majeurs observés dans l'ordre international. Ce travail cherche à expliquer ces continuités et ruptures encourues par la politique d'aide au développement du Japon selon un cadre théorique mobilisant plusieurs courants théoriques des relations internationales dont en particulier ceux appartenant au courant libéral et réaliste et leurs formes dérivatives que sont le néolibéralisme et le néoréalisme.
