Today?s technological improvings continue to change our life. We meet many of our needings from computers. We are doing shopping, banking, information, data storage, such as workings from computers. In addition, for the sake of computers education includes some concepts such as distance education, e-learning and blended learning.Rapid advance of technological developments in the field of education, many concepts have emerged. One of these is the virtual laboratory. Virtual laboratory can be shown as a simulation method on the difficult or impossible topics or some complex structures. This is not a commonly usage in our country. Because you need to have knowledge both on the computer programming and the topics you will explain to develop a software.In this thesis, prepared a virtual laboratory is applied onto programming basics. In programming basics, basics of programming, algorithms, flow charts and codes are taught the students who have no idea about programming. Virtual laboratory application has been prepared by using Visual Studio 2005.Virtual laboratory practice is used by some students and it is evaluated by a questionnaire.Key Words: Virtual Laboratory, E-Learning, Algorithms, Flow Charts, Distance Education
