Abstract (EN)

Believing that public administration (PA) is a powerful force in the economic, political, social and technological transformation process of a country, as well as acknowledging the major issues of public administration in the Republic of Albania and its insignificant role in developing the Albanian state and society, we decided to conduct research public performance management (PPM). As already mentioned in various studies, the good functioning of PPM, as one of the most important techniques or elements of human resource management, improves individual performance of employees. Then, employees with good performance enhance organizational performance. PPM study is neglected in the science and practice of the Albanian public administration, which is considered as the "Achilles' heel" in the entire human resource management process in every organization, and this phenomenon aroused even more our attention to explore how this tool really works in the Albanian civil service. More specifically, focusing on civil servants in the Republic of Albania, the main purpose of this dissertation thesis is to explore the functioning of performance appraisal (PAp) and employee development (ED), as two important components of PPM process. Moreover, we have focused the analysis on discovering the impact of PAp on ED. In conclusion, we aim at understanding whether the model applied for appraising the performance of civil servants in Albania stimulates or not their personal and professional development. ***
