Violation of broadcasting codes and problems arising from applications of sanctions

Today, radio and television are very important and effective for human life. People don't pay anything for watching television or listening to radio; so broadcasts can reach society easily. In this context, there must be broadcasting codes formed by either governments, or broadcasters and self ? regulation organizations. It is very important for social responsibility.In the USA and Canada, there are extensive broadcasting codes formed by self ? regulation organizations. In addition, the contents are limited by EU laws and in the same way, many governments regulate radio and television broadcasting by laws.In Turkey, government, broadcasters and self ? regulation organizations, regulate the contents by broadcasting codes. But the broadcasting codes laid down in the law numbered 3984 (article 4) are violated often by bradcasters for achieving more ?rating?. Other important cause of this negative situation is the ineffectiveness of sanctions. Also, The Radio and Television Supreme Council (RTÜK ? RTSC) and courts work rather slowly and as a result of this, sanctions become ineffective.Turkish Radio ? Television Corporation (TRT), the Turkish public broadcasting corporation, has also some problems about broadcasting codes. In TRT, violations are usually caused by some political interferences. In addition and in our opinion, self ? regulation is not sufficient in Turkey. Because there is no self ? regulation organization that regulates broadcasting codes by itself; also, broadcasters are not sufficient to supply self ? regulation codes and principles.For all these reasons, it is possible to say that broadcasting in Turkey is not in agreement with social responsibility.
