This study aims to examine the relations between Turkey and Israel, two significant actors in the Eastern Mediterranean, through the lens of the Theory of Regional Security Complex. Within this theoretical framework, the dynamics of cooperation and conflict between Turkey and Israel will be explored in the context of the security and energy variables in the region. The research problem is formulated as follows: How do Turkish-Israeli relations shape the dynamics of the Eastern Mediterranean as a distinct region, according to the Theory of Regional Security Complex? Based on this problem, the main hypothesis is that the energy variable has conflicting implications for the relations between Turkey and Israel in the Eastern Mediterranean between 2009 and 2019. Additionally, a secondary hypothesis suggests that the security variable fosters cooperation between the two countries during the same period. To address this research framework, the first part of the study will discuss the variables identified by the Regional Security Complex Theory developed by Wæver and Buzan. In this regard, the independent variables, energy and security, will be presented within the framework of the Regional Security Complex, shaping the relationship between Turkey and Israel the dependent variable of this study. The second part will examine how the energy and security factors have influenced the relations between these two countries in the Eastern Mediterranean. This analysis will encompass the foreign policies of the Cold War era, the post-Cold War period, and the AKP era starting in 2002. Finally, the third part will delve into the methodology employed in this study, including a literature review and content analysis. The utilization of these methods in the field of International Relations will be discussed. Furthermore, the collected data from the Hürriyet Daily News and The Jerusalem Post regarding the relationship between Turkey and Israel, specifically focusing on the energy and security variables, will be examined using the Maxqda program. This analysis aims to discern the centrality of these two factors in the bilateral relationship compared to other variables such as identity, which remain relatively secondary...
