Ethics in the Turkish television news in line with RTÜK decisions

Abstract (EN)

In this research,, it is intended to analyze ethical problems of television news broadcasting by focusing on the complaints given to Alo 178 Complaint line established by RTUK. Although principles are settled for television news broadcasting and control mechanism is sustained by RTUK in Turkey, there is need for constituting rules of ethics for televisions, determination of institutions, institutionalization and discussion on auto control institutions. In the research phase of the thesis, the relation between news making and ethics is analyzed by relying on the news making conception of the public and private television channels in Turkey. The complaints of Turkish television spectators to RTUK reveal that; people's sufferings, pains, disasters, deaths, and similar occasions are broadcasted in a way to lead to emotional abuse, horror and fear and ruin the public psychology. This makes negative effects on the moral values of the society. Despite the fact that, television broadcasting organizations in Turkey are obliged to make broadcasting in line with broadcasting principles specified in provisions of constitution, law and regulations and RTUK applies legal sanctions for organizations which fall outside this frame; this does not prevent ethical violations in television news. As a result, this situation reveals that everybody (especially television broadcasters) has serious responsibilities. Turkish television journalists have to carry out their auto control by considering public benefit, by qualified and sensitive broadcasting; and serious, correct and true news. They have to tend to "quality rating" and take "public sensitivity and satisfaction" as their focus. Key Words 1.Ethic 2.News 3.Television 4.Rtük 5.Autocontrol
