Abstract (EN)
The terms such as soft power and public diplomacy are never short on attention. There are serious investments on this area by countries still the concepts are still only debated on the basic premise of mutual interdependency and sharing of cultural values. On this thesis the liberal premises are examined using the international trade data, census studies, the remittance data by the World Bank, the distribution of Russia Center opened on several countries on Russia's behalf and international public opinion researches on the perception of Russia. Authoritarian countries are fairly open and apologetic about their interests. The cultural diplomacy practices by the authoritarian countries should not be judged by the abstract soft power indexes and the public opinion changes on the target countries, instead it would be better to examine those practice by the already exposed interests of the source countries. For this reason, through the critically acclaimed concept of the network society, it would be better to debate the practices with the help of the Castell's concept of cultural nodes. The thesis examined the physical existence and creation of cultural nodes in the target countries for the purpose of formation of cultural nodes rather than using digital technologies.
