The analysis of economic underdevelopment in the Ottoman-Turkish society from the perspective of Sabri F. Ülgener and İdris Küçükömer

The problematic of economic underdevelopment is an ongoing debate between Western societies that have been deemed to have developed by emphasizing various criterias and in comparison with other undeveloped societies in the period of post-Industrial Revolution. In course of time, it has been observed that the platform of discussion has undergone transformation from cultural-ethnic differences into economic bases, and from there to the "human" factor as a basic dynamic of development. There are two main objectives in this study which are closely related to each other. Firstly, to determine the reasons that are effective in economic underdevelopment in the Ottoman-Turkish society based on the perspectives of Sabri F. ÜLGENER and İdris KÜÇÜKÖMER. Secondly, in the light of first objective, to contribute to the line of thought centering on the importance of human factor in making sustainable socio-economic development of Turkey. For this purpose, approaches of Ülgener and Küçükömer have been analytically considered on the basis of key concepts and outlined the material and spiritual-cultural factors that surround neglected human factor in economic underdevelopment. In the light of the analyzes made in the study, by ensuring that people are having responsible and a strong personality, it is necessary to raise the person to the decision-making unit in what kind of relationships human-matter, human-human, human-society and human-state.
