Abstract (EN)
Health financing is the financial response of the exchanges between the service provider and the provider to the servers. Health financing is divided into two as public and private. Although each model has its own characteristics and functions, these functions have various sanctions. Health, which has been continuously renewed and improved with the advancement of technology since the existence of humanity, differs according to the service needed. Whether these differences, which vary under two headings, have relations with each other, and if so, how much their relations are, etc. In line with the questions, hypotheses were created and the answers of the hypotheses were sought in the analyzes. In the first part, health financing is included. Health financing; private financing models and public financing models, whose objectives, history, functions and sub-titles of models are discussed in detail. While examining private financing models and public financing models, a timeline is provided to facilitate research and development, and the developments from the Middle Ages to today are listed. In the second part of the study, health financing was evaluated in detail and financing criteria were explained. Access to health services and providing health insurance to the entire population, which is under the title of justice in healthcare financing; the distribution of vertical justice and income and the distribution of horizontal justice and income were discussed. Within the scope of evaluation criteria, the concepts of efficiency and sustainability in health services are explained. In the third part of the study, the concept of health services and subtitles that we associate with health financing are given. After explaining the definition and purpose of health services, the characteristics of health services were emphasized and then protective health services, therapeutic health services, rehabilitative health services and health promotion services were defined. In the fourth part of the study, equipment and method are included and the dependent variable is Private Sector Health Expenditure, Public Health Expenditure, Total Health Expenditure and Out-of-pocket Health Expenditure, and the independent variable Health Expenditure Per Capita in $ and TL, Private Health Expenditure per Capita, Number of State Hospital Examinations , Number of University Hospital Examinations, Number of University Hospital Examinations, Length of Hospital Stay, Total Number of Beds, Number of Public-Private University and Other Hospital Beds, Number of Ambulances, Number of First-Second-Third Care Physician Applications, Days of Public-Private-University Hospital Number, Number of Primary Health Care Institutions, Life Expectancy at Birth, Life Expectancy at the Age of 65 and Infant Mortality Rates / 1000 Live Births were tested primarily for stasis, and the non-stationary series were made stable by taking their logarithmic differences. Linear Linear Regression ARMA and SARIMAX models were applied to the series that became stationary, and the direction of the relationship between the data was analyzed by correlation. After the stationarity test, no relationship was found in the Linear Linear Regression Model, and it was observed that there was a relationship in ARMA and SARIMAX models. The directions of the relations were analyzed for the Correlation Model application.
