Özet (EN)

It is a well-known fact that human capital development is one of the main inputs to economic growth. Human capital comprises concepts such as knowledge, skills, abilities, health status, and education. In this context, the concept can not be solely associated with education and training. It is also associated with any activity that increases the future income level by increasing the workforce's productivity and quality. Health is seen as an indispensable element of human capital and economic activity. Therefore, this study aims to examine the relationship between health expenditures and economic growth, after the health transformation program (2003). In particular, The research is conducted in Turkey's case to study the impact of the health transformation program (2003) in Turkey. Besides, a dummy variable is added to the model to examine the impact of the health transformation program(2003). In order to reach its aim, this study uses the data of Turkey between 1975 and 2019. Phillips Perron unit root test is used to analyze the stationarity of variables. Then Johansen cointegration test is conducted in order to identify the relationship between variables. The study also uses the Error Correction Model (ECM) to identify the long-run as well as the short-run relationships among the considered variables. Accordingly, it has been determined that the health transformation program (2003) has a positive relationship in the long run. Moreover, it is found that the other independent variables also have a positive relationship.
