Payment methods of the healtcare institutions and additional payment system based on performance of the secondary healthcare institutions

Health is a necessity which can not be postponed and when needed must be met. However, health necessity when taken care of it reflects some expenditure on patient and institution. When expenditure meets by patients get a different financing way, and when transferring to institutions create different payment method. Payment methods are directly impacting to income and that's why it changes quality and effectiveness of the provision of healthcare services. Additional payment system based on performance in payment systems in our country is used in secondary and tertiary health institutions to increase physician productivity and improve service quality, but in the calculation methods and the period additional payment factor, distributable revolving funds and physicians with the sum of performance points form the discussion among physicians caused unfair remuneration. In this study, the effect of the change in the additional payment coefficient of the period upon the establishment of the model closest to the real situation was examined according to the performance used in the secondary health institutions and it was suggested that the use of a new coefficient that can be balanced for the distributable revolving Fund Amount should be.
