Institutionalize is a term which has recently been used quite frequently. Fast change and renewal, information technology, rivalry and keeping the presence permanent, are the elements that forces the institutions to institutionalize. Not only the private sector but also the governmental sector has been affected by this change. Like the other parts of the public, the health sector also changes and develops thanks to the various practices and changes done. To increase the health level of the person and community, and to leave a healthier and better world to the coming generations is the subject which all countries give importance to. No matter what the political and economical state of a country is, the health services and public services are those that should be delivered in a qualified and effective way. While the health services in the developed countries are delivered in a mixed system in which there are both private and public sector, in the developing countries, the government is more in act in giving the health services. Since our country is also a developing country, directly or indirectly the government can be felt in giving the health services. According to our constitution, it is the duty of the government to provide health services and a healthy environment to all citizens. The duty that is given to the government by the constitution is acted by the Ministry of Health. The suburban organization of the Ministry of Health is over taken by City Health Managerials.In the health sector, continuous change and enhancement have been done to develop organizational structure and culture, to serve people better, to improve the personnel?s desire to work under safer conditions, to provide them better education and development opportunities, to provide the works and activities to be done under some rules and in a professional managing manner, to provide the sources to be used productively.In this concept, the process of becoming institutionalized of the Kütahya City Health Directorate has been evaluated. In this work information has been given about, working health and health services and the concept of institutionalization and the process of institutionalization in health services. The management functions on institutionalization level has been investigated.
