Abstract (EN)

MH (Ministry of Health )announced the HTP (Health Transformation Program) in 2003, following changes in health service over time. The sustainability which is one of the guiding principles of HTP will be the main subject of our study. The relationship between fiscal policy and HTP will be examined in the context of classical, keynesian, neo-liberal fiscal policy views. The term sustainability refers to the need to understand what is to be understood within the scope of the fiscal policy. Changes in the field of health care in our country will be evaluated periodically.Changes in health services in our country are evaluated periodically. The objectives, targets and components of HTP will be summarized. HTP's definition of sustainability and applications for the financial sustainability of health services will be evaluated. The period between the years 2003-2017 of health services has been examined Review units are the public hospitals. HTP-related ideas of public hospital union (PHU) managers were analyzed according to survey results. In this way, it will be ensured that the relations between PHU first-level managers and MH perception and current situation will be evaluated. The questionnaire contains 8 multiple choice questions and 33 items with 5 Likert scale. A descriptive model was used to evaluate the impact of HTP on public hospitals' financial sustainability. Moreover, it was understood that they considered the HTP to be more successful than the other programs implemented within the scope of sustainability. In addition, it is seen that the health sustainability of healthcare financing in our country is not fully established.
