Abstract (EN)

A revolution in history of civilisation has well started about a couple of centuries ago; which can be gathered as a fundamental evolution period that leaded todays worlds' progression. This so called extension period which way as well be defined as Industrial Revolution or Industrialisation, primarily initiated in Britain which gives the impression as if it has been preceeded for centuries; spread out in waves in Europe, in certain areas of North America & even in Japan; that shifted the production activity from agriculture to industry & innovated unrestricted alternatives for increasing the productivity of human man power & discovered means to differentiate workers which their life styles or modern world with past or even, developed countries with underdeveloped ones. This paper primarily studies the Industrial Revolution & its conceptual impacts on industrialisation. Consequently, following the second half of XIX century's accelarated industrialisation period with its progressive dynamics; the form of supply of financial needs, were first taken in to consideration based on a Turkey published joint paper, whose authors being A. Gerschenkron & R. Cameron, who studied the case with a perspective impressed on a theoretical frame. This perspective leaded by Gerschenkron, who quoted that the establishment of industrially targeted development & investment banks is quite similar to constructing thousand of miles of railways, administerting mines, constructing factories or harbours & modernising cities for the purpose of creating formal frames of industrialization via utilising the sources of capital. From this theoretical aspect, within second & third abstracts, the efforts on financial means, or in particular the role of individually specialization banks for progressing efforts (struggles) in industrialization in Britain, Belgium, France, German Duchy & Tzar ruled Russia; are taken into account.IV In the fourth abstract, derived from the theoretical frame, the role of "Industrially Targeted Development & Investment Banking" together with "Substitutional Elements" quoting the notion of "State", are studied. Thus, proceedings in Turkish Republic covering the first twentyfive years ( i.e. 1923-1950 ), based on the remodelled economical infrastructure undertaken from Ottoman Empire as a prior historical growth is considered. Last Chapter covers the conclusion & valuations. Excluding the Republic1 s sub period comprising 1923-1950; the initiation for economical growth & aggregation of capital till 1950' s or even perhaps 1980' s; industry, may be regarded as major locomotive and hence proceeded parallel to the dynamics of the state investments on a larger scale with entire " National Resources" where manipulated on this choice. Economical growth policy brought a necessity for an industry biased investment finance and thus a financial re-organization or with different wording, put forward the extreme need for Credit Institutions and specializating banking. Even with the other exampling countries that were studied, similar progressions are confirmed; which originated from state owned establishments with a like requisites involving alike valuations. In Turkey, excluding rural tiny establishments, squire owned chests & banks with small capitals there have been state lead privately capitalized specialization banking, serving irk particular to sectoral preferences & structural ecology, which has always been regarded to be a primary task. Consequently, for the past twentyfive years, the period covering 1923-1950, the aggregated capital & allocation of resources in accordance with the preferences to generate financial establishments or various other financial equipment like credit instutations ; have been carried out satisfactory^ in conjunction with major dynamics of economics; or in other words totally synchronized with the commodity & factor markets of reel sector 's technical selections.
