Abstract (EN)
The first critical phase of defence projects is the determination of acquisition strategy. At the beginning of the project the uncertainty is at the highest level, therefore, determination of the acquisition strategy requires decision making under uncertainty. In the scope of this thesis, the concepts regarding projects and defence acquisition projects have been explained. In the following section of thesis, decision making under uncertainty has been examined in the frame of fuzzy set theory and flexible constraints. In the final section of the study; a model to determine the acquisition strategy of a case study has been made up. The model has its basis from the flexible constraints. The parameters for the performance and risk scores has been found out by using the evaluations of five person from the project group, according to analytic hierarchy process is used to solve the case. After transforming the model to integer programming model, the case problem has been solved by using lingo 10.0 program. The solution of the problem has been renewed for different values of the satisfaction degree given by decision maker for the flexible constraints? utility functions. The project risk for the first solution of the problem has been identified, ranked and the issues to be taken care during the project life cycle have been found out.
