Abstract (EN)
In this thesis Sayistay as a Chamber of Accounts as a Supreme Supervisory Organ,examined from the time of Ottoman Empire throughout today in terms of itsstructure, laws, its activity and changes that it has faced.Sayistay as a inalienable part of a democratic country has founded during the time ofOttoman Empire in 1839.Like all other government institutions Sayistay has been trough several phases ofchange according to structural characteristic of public in long term and changes inlaw and other factors in short term. History of Sayistay, its structure, andresponsibilities of the institution is evaluated in terms of efficiency and activity topoint out the properties of these phases and to identify the changes in structure andoperation for different time periods.
