Abstract (EN)
With the development of technology and science, the methods and methods used in the production of photogrammetric data have developed, and there have been differences in the resulting products. 3D models have become a product that private sector and public institutions and organizations need in the fields of development and defense for national security. The most recent of these developments is oblique photogrammetry. One of the areas where oblique image photogrammetry is used is the production of 3D city models. The reason for choosing this method is to obtain photos from different angles with all the details of the city. Thus, we have a very dense data set and the level of detail, sensitivity and diversity of the produced datasets increases. Within the scope of the thesis, aerial photographs taken by TKGM within the scope of 3D City Models Production and Creation of 3D Cadastre Bases Project in 2019 were used. It is aimed to move the cadastre and property information from 2D to 3D, to make it smart, even to be integrated with the 3D city model data, to be developed and updated, and to form a basis for the management of cities, plans and projects. The aim of this study is to examine the production of oblique picture photogrammetry and the city model datasets produced accordingly, in different software, the effects of the results on the datasets, and to share the results with the rapidly developing technology. The area determined for the thesis study is Kütahya City Center and data productions were made in this area. Vectorial roof detail drawings were made from rare aerial photographs obtained within the scope of the thesis. Mass models were created from these drawings and surface and facade coatings were made with rare and oblique aerial photographs. Nadir and oblique aerial photographs were adjustment in different commercial software and the bundle adjustment results were shared After these processes, point cloud, mesh model, digital elevation model and true orthophoto were produced by using only nadir images and then nadir and oblique images together in the same commercial software.
