Abstract (EN)
Public institutions, which have a significant role in the management of cities, spend in their annual plans and projects in line with the needs of the city and its inhabitants, within the framework of limited budgets, on concrete / intangible investment areas such as environmental, political, social and administrative. In evaluating the areas to be invested, factors such as surface area, living population, average income level, number of households that will benefit from the investment, and public benefit of the investment come to the fore. Since today's municipal understanding has higher expectations than the previous municipal understanding, many municipalities take their projects to the borders of their neighboring provinces. The wide service areas, the high project costs, and the increasing expectations of the living people make it difficult for decision-makers. When many decision-makers, many criteria, and many alternative options, the selection and ranking processes become very complex. In our study, "Intuitionistic Fuzzy AHP" and "Intuitionistic Fuzzy TOPSIS", which are one of the developed versions of multi-criteria decision-making techniques, were used in an integrated way to support the project prioritization studies carried out by experts, enabling the solution of these and similar decision-making problems. The weighting of the criteria was "Intuitionistic Fuzzy AHP", the ranking of the alternatives project groups, is provided by the "Intuitionistic Fuzzy TOPSIS" method. Accordingly, as the most crucial project group, "Modern Urbanization and Urban Aesthetics" ranked the first, "Transportation Management" took the second place, "Environmental Management" third while "Activity-Oriented Institutional Development Management" ranked in the last place
