The principle of accessibility in public service presented in cyberspace

The principle of accessibility in the public service provided in cyberspace is put forward in terms of equality and security bases. Equality for cyber accessibility is analyzed in two parts: cyber divide as a barrier to access to public service and ensuring access to public service by eliminating the cyber divide. Security for cyber accessibility is analyzed in two parts: the security rules that the administration must comply with and the enforceability of these security rules.All these requirements are concretized within the scope of the principle of accessibility as a new public service principle for public services provided in cyberspace.
