Abstract (EN)
Bureaucratic structures of the states are very important to bring their authorities to the most distant points of the country. Ottoman Empire has also established a solid bureaucratic structure in order to sustain domination in a large region. After the declaration of the Tanzimat Fermanı, there have been significant changes in this structure. One of these innovations is the employments of the non-Muslims as civil servants. To solve the problems arising in the employment of non-Muslims and for some other thoughts, Sicil-i Ahval Commission was established by Abdulhamid II. This commission has recorded and protected the records of the civil servants in government offices.Like Ottoman Empire, the capital, Istanbul, had the same multi-national character. Jews and Greeks living in Istanbul had important functions in the state services.In this study the records of 34 Jewish and 45 Greek officers were investigated. As a result of this investigation, the important information were reached, like, the officials working places, professions, their reward and punishments, etc.
