As a result of tobacco use every year about 100,000 citizens lost their lives in Turkey. By 2025, the number of smokers is expected to reach 1.6 million. In cigarette smoke, there are about 1400 additive substances, although it is not known what the cigarette is. The fact that tobacco use is a preventable cause of death and that smoking dependence is an indispensable habit increases the regulatory role of states. There are many people who survive tobacco addiction with the precautions, work done and training given within the scope of fight against smoking. Tobacco control in Turkey, has been one of the main priorities of the Ministry of Health. Therefore, various laws were enacted in the fight against tobacco and the international contracts were signed. The National Tobacco Control Program Action Plan (2015-2018) and various aims to reduce smoking by 2018 have been identified. Cigarettes have generally been increased over the years. The main question that is focused on this study is whether increasing taxes reduce cigarette use. The data obtained show that the amount of total tax on tobacco products is increasing significantly. On the other hand, consumer smuggling of cigarettes and unregistered economy seem to increase. It can be argued that the increased tax rates did not significantly reduce cigarette use and the state increased its incomes. For this reason, it is necessary for the state to use the taxes obtained in this field in education and practice sanctions to reduce the use of cigarettes, and it is thought that it will bring it closer to its real purpose.
