Abstract (EN)

Nowadays, it is becoming gradually more difficult for enterprises to survive under increasingly competitive conditions. Therefore, the most important feature that separates businesses which survive without losing any businesses is the level of institutionalization. Institutionalization is a very challenging concept to be defined as sharp for businesses. It is not always right to define an enterprise as fully institutionalized and non-institutionalized. Therefore, it is feasible to talk about how the high or low level of institutionalization of companies. In tandem with this, enterprises with the advanced level of institutionalization can survive in the market and become more advantageous comparing to their competitors. There are some interesting excellence models in the world; those can be considered as a tool for measuring the level of institutionalization of enterprises. Hence, with the excellence models, the significance of institutionalization is steadily increasing. EFQM Excellence Model is the most appropriate tool to show how successful organizations are in their institutionalization process. In this study, criteria in the EFQM Excellence Model, are evaluated by Fuzzy multi-criteria decision-making techniques. Also, Fuzzy DEMATEL method was used to determine the relationship between the main criteria of the EFQM Excellence Model. According to the relationship diagram that is obtained from Fuzzy DEMATEL method, Fuzzy ANP method was used to find the criteria weights of the sub-criteria according to the expert evaluations. In this wise, the weights of the sub-criteria in the EFQM Excellence Model have been redefined according to the assessments of experts. Institutions are ranked according to their institutionalization levels by using EFQM scores of 6 public institutions that have passed EFQM evaluation process before and the determined criteria weights are input to VİKOR method. The institutional scores obtained by the proposed method and the scores given by the EFQM Assessors to the same institutions were statistically analyzed, and it was tested that the propose method produces significant results.
