Abstract (EN)
The ?civil? word in the concept of ?Civil Society? is synonymous with ?citizen? and ?cultured?words. This word is explaining a person who belonging to people of a state. Borning in 18thcentury concept of civil society has developed in 19th century and its mean social organizationwhich aims to social advantage, justice and freedom. The opposite of this concept is ?PoliticalSociety? and including all of governmental organizations of states. For this reason the waitingfrom civil society organizations have to be non-governmental organizations (shortly NGO).For some texts, states and international politic organizations work together with NGO?s,though generally in struggle against to each other. While they are working together, statessupport NGO?s with personnel and financial powers. In this position, it seemed that essentialcharacteristic of NGO?s had been lost. Especially like afforest and struggle against erosion,connected with environment working, necessities very big financial power. If a NGO workstogether with a state, can be more successful, but this time NGO may be week and feeble inobjection against to some harmful of state?s works.TEMA which one of environmentalist NGO?s in Turkey shows that NGO?s have solved thisproblem. For arriving at this solution, a NGO has to one peculiarity in addition the others:NGO?s self power must be sufficiently for working.
