Keywords: NGO, Civil Society, Decision Support Systems, Information Management, ERP In this study, a software application in order to make efficient use of corporate resources such as income, expenses, human, movable property, immovable property, information necessary for the sustainability of the systems of the non-governmental organizations which have economic enterprises in accordance with the educational, social assistance, scholarship, social responsibility projects was developed. In the development of the software application, a non-governmental organization that has the quality of public interest, has a tax exemption granted by the decision of the Council of Ministers, has more than one branch and has economic enterprises and serves in the status of an association operating on a local scale has been examined. At the same time, the laws and regulations regarding the functioning of civil society organizations in Turkey and in the world were examined in the context of the preparation of the thesis. The activities, decisions, financial movements, management and organizational structures, target audience analysis, internal environment analysis, external environment analysis, internal communication analysis, public relations and mediarelations, establishment statutes and and the management models of economic enterprises which had taken place between 2015-2018 were analysed. Commercially available ERP, information management and decision support programs and specially prepared software have been researched. Transition attempts, successes and failures and reasons of existing NGOs were examined. As a first version of the software, nine modules were created as the first version of the foundation and the association. The software is ready for use with nine modules and the screenshots are shared and explained in the thesis.
