The description of a manager at the book of government

For centuries, the political books have been the bedside book of the rulers, who benefit from the activities of the human element and can influence people when necessary, to achieve their goals. The relevant works were written in order to advise the rulers of the period and to reveal the necessity of justice-based administration. It is of great importance to study on the policy books in terms of these features. In this thesis, which is based on the motto "The past is the mirror of the future", content analysis was carried out by applying document reviews, one of the qualitative research methods. Personality traits of the administrators determined in the direction of the examined politics, were analyzed by dividing them into three parts, namely "temperament, character and talent", which are the three aspects of personality. " Frequency Analysis for Words" was conducted for each work. The results have been tabulated and interpreted by us. It follows obtained results from that it was determined that the temperament, which is the hereditary aspect of the personality traits that should be found in the managers, took the first place with "being intelligent" 233 times, the talent with the creative aspect "being smart" 835 times, and the character reflecting the moral aspect "being religious" 510 times. As a result of the reflections and practices of the personality traits of the managers in the management, it was determined that "justice" took the first place with 1020 word repetitions.
