Abstract (EN)

The lack of a generally accepted definition of terrorism in the international arena means in practice that it is used by international actors respectufully to their aims as a foreign policy tool in international relations; to satisfy the needs of possessing the rights on scarce resources worldwide, to hinder the actors that are seen as rivals, becoming prominent in international relations by weakening their political, military, social and economical power, by using that vacancy, to progress in the way of foreign policy aims and so come to the fore in international society, to protect the status, to operate the economy by selling weapons related to terrorist attacks, to try newly developed weapon and technology and It?s also possible to say that for the fight against terrorism, as Iraq and Afghanistan, terrorist attacks are used for some aims as to settle a place.In this context, that?s liable that Marxist-Leninist terrorist organizations, those threaten European and International Security after and before bipolar world system, were used by not only Eastern block but also Western block. During the Cold War, US and USSR have tried hard to gain favor from those kinds of organizations to protect, develop and sustain their interests especially in Europe. Thus European countries have been in a terror adventure affecting up to now. Naturally this situation has reflected in the size of European Union?s counter-terrorism dimensions.
