Abstract (EN)
The security perceptions of states have undergone tremendous changes in recent years and the power struggle in international relations has continued to increase in years. Emerging technologies have affected the threat perceptions of states and opened new lanes to the struggle for power. The need for security since the known date of humanity has always existed and will continue to do so. Security is an indispensable need for state's survival and human life. It is seen that realist theory, which accept states as the main actors in the international system, is shaped and changed in the light of the developing technology; threats and risks are increased (cyber threat), NATO's security approach is updated according to new threats and changing conditions. In this thesis, the emergence of the Internet, cyber threats and cyber security are discussed and the changing structure of NATO is analyzed. This study is important to demonstrate how critical cyber security is to the national security of NATO and all states. The effect of conventional weapons systems used in conventional tactical military operations on the warfare field can be calculated, but it is difficult to predict the borders in cyber conflicts. Increasing use of information systems, the effective use of these systems in commercial, political, military etc fields, affect state perceptions and cause a change in their defense strategies. Cyber threat elements in information systems; cause various security crises at individual, national and international levels. For this reason, it is important for states and international organizations to take the necessary precautions against cyber threats in the post Cold War international system.
