Security and surveillance services in metropolitan management in the light of recent regulation

Our thesis titled "Security and Surveillance Services in Metropolitan Management in the Light of Recent Regulation" consists of four sections. We will make mention of the development of metropolitan governance in our country and the position of metropolitan management in the Turkish administrative structure, after reviewing the concept of metropolitan in general, metropolitan governance models, examples of the world's major metropolitan in the first section. We will analyze the organizational structures of the metropolitan municipalities, service areas, duties and responsibilities, financial structures, sub-unit relationships, metropolitan district administration and co-ordination centers Infrastructure Coordination Center (AYKOME) and Transport Co-ordination Centre (UMKOME) of metropolitan under the Law No. 6360 which will be implemented in the first local election and other laws concerning the metropolitan in the second section. Also we will touch on the innovations converted into local governments by the Law No. 6360 which is the main subject of our thesis, Investment Monitoring and Coordination Department to be newly established, Provincial Private Administration which will be closed, the states of village and district municipalities and the criticism for the new law in the third section. In the fourth section also we will mention the security in metropolitan, urban security and in particular the duties and powers of police in the cover of the European Urban Charter. Our thesis has been completed by taking together some of the problems to be likely encountered and suggestions for solutions in the application brought by the Law No. 6360 and by referring to criticism and being made an assessment. The excessive urbanization resulting from the rapid population growth in the world and migration is also experiencing in our country. The rapid increase in population and the majority of them to choose to continue in the life of the city is an urban problem and it has added to the problem of a large city. For these reasons, many laws related to local administration were enacted. By incorporating small metropolitan local government an effective and active management are planned in the provinces were metropolitan by the Law No. 6360. For the development of local democracy it made an important move by the abolition of the provincial private administration and by reducing the powers of the governor of the central administration.
