Abstract (EN)
This thesis aims to assert the importance and value of parliamentary control and parliamentary questions which is one of the most important and effective means of parliamentary control in terms of democracy. In this study, the development of parliamentary control and its conceptual framework have been mentioned and with regard to parliamentary questions, historical background of the institution of parliamentary questions, its role and importance in Turkish and World parliaments, the problems faced by the institution of Parliamentary questions in Turkey and suggestions to improve and to activate the state of the institution have been covered with an holistic approach having scanned the literature meticulously. Parliamentary questions in the Grand National Assembly of Turkey have been assessed with an intrinsic point of view, without just adhering to mere theoretical knowledge. Furthermore, by discussing ten different parliaments in the world, comparative evaluations of the problem of effectiveness have been provided. Even though Parliamentary question should be one of the most effective methods ensuring the transparency/accountability of governing, as it is the only mean of supervision which is processed with only one signature, malfunctions allay its effectiveness. Our study has been concluded with the determination and removal of the issues allaying the effectiveness and assertion of the formula to enhance the effectiveness. Key Words: 1. Parliament 2.
