Abstract (EN)
Since the 1990s, it has led local governments to change their management approach with a new perspective in solving many problems that affect the way of life of human life, such as slums, urban poverty and unemployment. With the understanding of Social Municipalism, municipalities have gone beyond the existing understanding of municipalism and directed them to active municipal practices that will increase the quality of life of the inhabitants and bring the urban culture to the fore. In addition, the rapidly changing and developing science and technology have forced people to receive education in a more systematic and scientific manner in accordance with the conditions of the day. The new occupational groups that emerged with the effect of developing science and technology, the change in the structure of the jobs that have existed from the past to the present have brought into account the increase in the need for qualified people. Vocational training programs are needed in order to ensure technological and economic development, to bring the country to competitive levels and to train qualified workforce. With the courses they have opened, local administrations provide trainings that try to enable people of all ages and levels living in the city to become qualified and to keep up with the urban culture. The aim of this study is to reveal the quality of the vocational and skill training courses implemented by İSMEK. It is to reveal the contributions and benefits of the training they received to the participants who received the training. In this context, (3) managers from the institution were interviewed, a questionnaire was applied to (2080) trainees, and a telephone interview was held with 13 people. In order to measure the benefit of the training received by İSMEK trainees within the framework of their training, a questionnaire was applied to individuals who received İSMEK training. It was carried out with the Computer Assisted Internet Questionnaire (CAWI) method, which was used due to the pandemic conditions in the application of the questionnaire. The data obtained within the scope of the research were carried out with the help of SPSS 23.0 program. Then, in the light of the collected data, people who received training from the courses were reached and interviews were made with these people using a semi-structured interview form. In the light of the information obtained after the survey and interviews, it was determined that the trainings received were beneficial to the trainees, but remained superficial.
