Social Assistance and Solidarity Foundation as one of the social state tools

The social state emerged as a result of the struggle against the central government, which is accepted as the cause of income distribution injustice, and it emerged with the effort of minimizing the differences between different income classes and forcing the dominant classes in the society to take a protective attitude. This situation has embodied the understanding of the social state today with the direct aid made to individuals by the state. Social state consciousness, together with the concept of human-state, has undergone a constant change and development and appears with different applications in different countries. Human rights are the rights that progress in parallel with the dynamic development processes of the states and include the social, political and social processes that people acquire only by being human. It took time for the countries to put the concept of human rights and social state, which developed simultaneously in the processes, into the basis of the state-administration form. The development of this concept was only at the end of the 19th century in European states. This naming process as state policy affected Turkey in parallel over time, and the concept of social state, which started with the 1961 Constitution and laid its foundation, entered a process of transformation and change with the 1980s. As the main carrier of the social state principle, social assistance, which is the current reflection of the social state, started to be carried out by the Social Assistance and Solidarity Foundations (SYDV), which was implemented with the Social Assistance and Solidarity Encouragement Law No. It provides support under the coordination of governorships in provinces and district governorships in terms of providing the necessary support to citizens by renewing social state awareness within the framework of developing and changing conditions day by day. SYDVs, which have developed an institutional reflex against every event, have entered into a dynamic cycle with new projects every day, ensuring that the central government can lead a life at minimum standards for individuals in the countryside. In this context, technology diversification, population growth and individualist approaches provide the social state principle and the progress of SYDVs, which are the carrier columns. In this study, the development of the social state in Turkey; will be discussed from the past to the present. In our thesis, by using the deductive method, the concept of social state, its historical development, the social state in our country, as well as the way of establishment, services, advantages and disadvantages of social assistance and solidarity foundations, which are today's example of the social state in our country, will be explained, and it will be argued that Social Assistance and Solidarity Foundations will evolve according to the needs and demands of people in the future. process will be evaluated.
