ABSTRACT MASTER'S THESIS THE SOCIAL STATE AND THE EXAMINATION OF THE PRACTICES OF THE SOCIAL STATE Yusuf MUYAN Advisor: Professor Bayram COŞKUN 2016, page 105 The concept of a social state is the result of a liberal state endeavouring to actualize itself and improve the social rights; thus it has appeared and come into sight. Certain events have helped social rights to take their place in the constitution among which we can mention the formation of Poor Laws, the emergence of the Classical Liberalism, the increase in the commercial activities of the bourgeois after the decline of the feudality and the working class which gained power following the Industrial Revolution. The doctrine of Keynesian economics, which had a worldwide influence after the Great Depression of 1929, ensured the improvement of social rights and helped the disadvantageous groups to benefit from these rights. The aim of this study is to examine thoroughly the factors that caused the concept of a social state to emerge and understand them in their context within a historical perspective and finally to refer to the repercussions in Turkey. We have also dealt with the importance of the mentioned concept for the social policies through examining the disadvantageous groups such as the teenagers, working children, the disabled, the old and ex-convicts. While doing this we have not ignored to refer to the constitution and implementation, i.e, the theory and practice. Key Words: Social State, Socia State In Turkey, Social Policies
