The problems about retirement regulations for social security legislation and its social policy review

Industrialization and urbanization introduce new risks, problems and needs to people. Social government aims to solve these problems, minimize the risks and help people with these needs. Social government has an interfering nature and assumes the responsibilities mentioned above. The most basic principle of social government is social security. Social security aims to protect its people from the social risks and provide them a life standard that will make them independent. Social security applications started in Turkey in 1945 with the Labor Administration Organization law numbered 4792. However, the arrangements were made to answer the needs of certain groups in the society not the whole society. This caused difficult problems afterwards.It has always been known that problems have been caused by different applications of social security, but no attempts have been made to solve these problems. The purpose of combining social security programs has been realized with 5502 law after the introduction of planned period. This arrangement has been considered as the background tool for a new system. The objective is , however, not only to combine the different social security systems but obtain a social security system which is fair, easy to access, uniform in standards and norms, providing a better protection for people against poverty, sustainable with the national resources. Social insurance and general health insurance law numbered 5510 has been prepared for this purpose.In this study, social government and social policy concepts, social policy targets and instruments are studied, and the reforms in Turkey are evaluated from Social policy targets point of view.
