Information technology provide rapid access to information in organizations and it is effective in shortening the product development process. Social Security Administration where it serves 73 million citizens of Republic of Turkey is one of the public institutions actively use information Technologies. In thesis, stoppage analyzed in terms of information from past to present in Social Security Administration and E-Stoppage software which is began to be used in March of 2013 described. In the social security system, stoppage is making cuts to agriculture sector insurance products they sell for less their debts. e-Stoppage software reduced usage of TGEC software which works with PL/1 code on mainframe. In this way, the organization reduced cost. In the intranet and internet, it works as two separate applications with the Java programming language visual user-friendly. The software has to be easy to work at Provincial Directorates of Social Security Administration and instead of the black color display screen which is used TGEC software using the new software led to an increase of visuality. Accounting procedures are also automatically removed from the initiative of the Provincial Directorates of Social Security Administration with E-Stoppage.
