Abstract (EN)

The United States, which intervened militarily in Afghanistan after the September 11 attacks, supported the anti-Taliban Northern Alliance to build a stable, modern nation-state there. The "new" administration of Afghanistan, while trying to establish a democratic republic regime, continued to struggle with the Taliban. The transformation efforts in the Islamic Republic of Afghanistan, which received serious support from the international community, especially the USA, remained far from giving the desired result. Afghanistan, which has been trying to modernize / modernize for a century and a half, could not achieve the desired transformation due to the recurrence of its chronic problems. The outcome of the struggle in Afghanistan, which is stuck between two identities, one of which is trying to catch up with the era and representing modernization, the other defending conservatism and representing traditionalism, continues to be uncertain. In this study, Afghanistan's foreign policy, which is trying to reconstruct the state while trying to build a new identity, will be analyzed from a social constructivist perspective.
